The Clerk of Council shall keep an accurate and complete journal of the proceedings of Council and perform such other duties as Council may request or require. When the Clerk of Council is absent temporarily from the Municipality or unable for any cause to perform his or her duties, the Assistant Clerk of Council shall act as Clerk of Council with the same rights, powers and duties of the Clerk of Council.
